The Lagashi arbiter followed the doctor down to the medical lab. "This is just a routine pre-inspection, as stated in Station 3 sub paragraph 12 section 46 of the Lagashi medical code, I'm sure there will be no problems doctor. If we do find anything, it must be immediately jettisoned into deep space as to not contaminate the home world"

Dr Pass had worked for decades as chief administrator of a science research laboratory on his home world. He was not easily cowed by paper work, and knew a few tricks with red tape of his own.

He stoped at the door to the infirmary, blocking the door and offering a PADD for thumb print.

"What is this, Doctor Pass?" The Lagashi looked at the padd and quickly scanned over the contents of the contract.

"It is a standard Non-disclosure document. Much of the research I am conducting here is secret and, while I respect you intention to investigate it, I cannot allow the contents of the lab to be discussed with any one off this ship. I must insist on your compliance prior to the inspection. I am sure the Lagashi do not wish to compromise delicate medical Federation research."

"I can understand you cautions, Doctor, as you can understand we are also very cautious when it comes to medical material entering the prohibited zone." The Lagashi finished scanning the contract and pressed his thumb to padd. "Let us enter when you are ready."

Morgan retrieved the PADD and smiled, "Of course, If you would like."

Morgan lead the way in. The infirmary had been split into two sections, one for treatment of injuries and another as a sort of makeshift lab. The materials in the lab, incomprehensible to the lay-person, were obvious to the trained Lagashi agents.

"You are building a Genetic Nusynchronous Shredder? That is a prohibited item under articles 71BG - 28(ii)! That is for use in Biogenic weaponry development."

"Among other things," Pass admited seeming unflustered. "As you can see it is only partially complete, so it is not infact a banned item, yet."

"Never the less, it must be reported at once!"

Morgan's smile took on an edge that made a scalpel look dull, "Oh, I don't think so. You see part of the non-discolsure act that you have signed, specifically states, and I quote:

Paragraph 23, section 19: Signitaries cannot report equipment, materials or research that are not in direct and immediate contravention of articles of the import and transport code. This includes, but is not limited to, materials in potentia of contravening, but not actually realising said potential.

You see, until I complete it, it is just harmless junk and you cannot report it to anyone. Do you wish to continue the tour?"

"Of course, although I can't report it I trust that you will not complete it until outside of Lagash space." The inspector looked around the rest of bay, several other projects were in similar states of near completion but missing one or two pieces to be fully operational, either by design or just to get past the inspection.

"Doctor, I believe I've seen everything for now, but please be warned, that the next arbiter may not be as understanding. If anything is found you and your crew will be thrown into the judicial system, and that is not something that you want to be a part of."

"I understand very well, Arbiter. I personally wish to avoid any contractural breach that will bring me in conflict with your legal administration. I thank you for your time."

The Lagashi hit his Comm. "The inspection has concluded. You may beam me out." The arbiter looked at the doctor. "You've been warned sir." and then disappeared in the haze of the Lagashi transporter beam.

Morgan watied for the shimmer to subside and then sighed, "Many times, my dear arbiter. I have been warned many times. Most of those people go on to live long and happier lives because I chose to ignore those warnings."

He rubbed his forehead and looked around the lab. Time to get down to the airlock and help the engineer.
